Jersey's Cannabis Industry
Cannabis Cultivation in Jersey
A licence to cultivate industrial hemp for seed and fibre was first issued in the Island by the Health Minister in May 2017 to Jersey Hemp under the provisions of the Misuse of Drugs (General Provisions) (Jersey) Order 2009.
Several additional licences for hemp cultivation and processing have since been provided by the Government of Jersey, including for the processing of hemp flowers for the extraction of cannabinoids in August 2019.
Licences for medicinal cannabis cultivation were first issued in December 2020 by the Jersey Cannabis Agency under a Memorandum of Understanding with the UK Home Office.
During the course of 2021, the Economic and International Affairs Scrutiny Panel undertook a review of the Regulations for the licensing, production and export of Medicinal Cannabis in Jersey, with Government accepting nine and partially accepting two of the report's 24 recommendations.

Cannabis Investments
The Proceeds of Crime Law was amended in 2021 to facilitate investment in legitimate cannabis businesses in specified jurisdictions.
"With the global industry likely to grow, potentially from USD20bn to over USD100bn of annual revenues in the next three to four years, a favourable regulatory environment in Jersey could offer significant advantage to companies wishing to engage in the cultivation, processing, and extraction of pharmaceutical precursors from cannabis as well as investment in and the provision of services to the wider global cannabis market. The potential for Jersey to become a centre of excellence in production, research, genetics and intellectual property in the sector is evident." [1]
